He came to Belgium 8 months ago. before he was working for XXX in Istanbul. He is not happy in his current job because his role is changed more to front-end development.
Why move to the Netherlands?
He has some friends in the Netherlands and is interested in moving here.
He did some research already about the 30% ruling so shows that he is interested in moving here: He knew about the 130KM rule for getting the 30% ruling.
